Turkish officers take command of Syrian rebel brigades. N. Israel on alert

Turkish army officers have assumed direct command of the first two Syrian rebel brigades fighting Bashar Assad’s government forces, according to debkafile’s exclusive sources. This step has sent military tensions rocketing on Israel’s northern borders with Syria and Lebanon in case of a backlash.
The rebel North Liberators Brigade in the Idlib region of northern Syria and the Tawhid Brigade fighting in the Al-Bab area northeast of Aleppo are now taking their operational orders from Turkish officers, who exercise their authority from headquarters outside Syria in the southeastern Turkish city of Gaziantep. Nonetheless, Turkey is considered to have stepped directly into the Syrian conflict marking the onset of foreign intervention.

Western and Arab military circles in the Middle East expect Turkey to extend its command to additional rebel units – not all of them part of the Free Syrian Army.

This first step has already caused waves.

1.  The consequences of Turkish military action in Syria were urgently aired with CIA Director David Petraeus when he arrived in Ankara Monday, Sept. 3, debkafile’s intelligence sources reveal.  After hearing how and when Ankara proposed to expand its role in the Syrian conflict, Petraeus discussed with Turkish military and intelligence chiefs the likely Syrian, Iranian and Hizballah responses.

He then flew to Israel to continue the discussion there.

2.  By then, US, Turkish and Israeli intelligence watchers were reporting unusual military movements in Syria and on Hizballah turf in southern Lebanon – suspected of being preparations for a blowback from the Turkish intervention in Syria.

3. The IDF countered by placing its units guarding the Syrian and Lebanese borders on a state of alert. Wednesday, Sept. 5, an Iron Dome battery was installed in Gush Dan to head off a potential Hizballah missile barrage on central Israel and its hub, Tel Aviv.

4.  Later that day, Turkish Prime Minister Tayyip Erdogan commented: "The regime in Syria has now become a terrorist state."

Only a few of Erdogan's listeners understood he was laying international legal grounding for expanding Turkish military intervention in Syria.

debkafile's military sources report that Thursday, Sept. 6, military temperatures remained high-to-feverish along Syria's borders with Turkey and Israel, and along Lebanon's borders with Syria and Israel.

Big Russian fleet nears Syria. Iran to fight regime change as foreign forces pile up

Russian, Western and Arab forces were piling up on Syrian borders Wednesday, July 25, bringing closer a war confrontation which could spur the Assad regime into making good on its threat to use chemical weapons against “external aggression.”

Based on this reading, Moscow added its voice Tuesday to that of US President Obama and warned Bashar Assad against using chemical weapons in view of “its commitments under the international convention it ratified prohibiting the use of poisonous gases as a method of warfare.”

debkafile’s military sources: With operational intelligence deployment and electronic stations positioned inside Syria, the Russians are better placed than any other outsiders to know what is happening on Syria’s battlefields. Their warning must therefore be tied to solid information confirming Washington’s assessment that Assad is dangerously close to deciding to use his chemical and biological weapons in a way that would precipitate a regional conflict.
  
Israel, Turkey and Jordan would be the first targets on his list.

The immediacy of the peril, debkafile’s military sources report, has speeded the arrival of Russian warships to Syria to counter a potential Western, Arab or Israeli assault on the embattled country.

The Russian Ministry of Defense, which rarely discloses Russian military movements outside its borders, announced early Wednesday morning, July 25 that a fleet of Russian warships had passed through the Strait of Gibraltar and entered the Mediterranean.

The fleet is headed by the anti-submarine and anti-aircraft Admiral Chabanenko warship and consists of another three vessels carrying a large number of Russian marines. This fleet will rendezvous with a Russian flotilla standing by in the Mediterranean since July 21, detached from Russian Black Fleet and composed of the Smetlivy figate and  two large landing craft loaded with Russian marines. This group awaited the main force before approaching Syria.

The fact that Russia is massing large numbers of marines off the Syrian coast looks as though a landing on Syrian soil is on Moscow’s cards.

The Russian marine contingent,  debkafile’s sources say, will stand ready - either to come to the aid of the Assad regime or to serve as a bargaining chip for a last-minute deal between Moscow and Washington for ending the war by establishing a transitional military regime in Damascus whose makeup would be agreed between them and Assad.

US Secretary of State Hillary Clinton hinted at this possibility on Tuesday, July 24, when she said: “We do believe that it is not too late for the Assad regime to commence with planning for a transition.”

But Clinton also hinted, in a more threatening tone, that a situation is developing for the creation of safe zones in rebel-controlled areas of Syria. “More and more territory is being taken and it will, eventually, result in a safe haven inside Syria which will then provide a base for further actions by the opposition,” she said.

Clinton didn’t name the potential protectors of those havens. However, since the Syrian rebels are short of manpower, Western, Muslim or Arab defenders would have to be called in.

Wednesday, British military sources in London said the moment is rushing forward for British forces to get involved in what is happening in Syria. Iran and Turkey are not indifferent either.

Deputy Iranian Revolutionary Guard chief, Gen. Masoud Jazayeri, warned on Tuesday, July 24, that Tehran would not permit regime change in Damascus and if Syria’s enemies intervened, Iran would hit them hard. The Iranian commander pointed a finger at Saudi Arabia and Qatar, adding that the US and Israel are at the forefront of the comprehensive campaign against Syria but are being beaten back.

This was the first time Tehran had explicitly threatened military intervention in Syria.

Wednesday, Turkey shut its border crossings to Syria. Military sources in Ankara confirmed that massive Turkish military strength had been on the move toward the Syrian border.

Assad receives last warning to stop moving his WMD: Top generals defect

Several high-placed generals bolted Bashar Assad’s inner circle Sunday, July 17, including such key figures as two security services chiefs who were operations commanders of the Alawite Shabiha militia plus the former head of Syria’s chemical and biological administration who took six other generals with him. They all fled to Turkey and defected. A fourth senior general from another security service was assassinated in Aleppo. This is reported exclusively by debkafile’s military sources.

The loss of the generals orchestrating the pro-Assad paramilitary Shabiha’s savage crackdown on the opposition has seriously weakened Assad’s protective circle of trusties and reduced his military and security options.

Also today, the Syrian ruler was given a “last warning” through intelligence channels in the West to leave the warheads and shells loaded with mustard gas, sarin and cyanide where they are. If he dared move them out of the northern and central locations where he deployed them last week, they would be destroyed from the air.

debkafile names the defecting Shabiha commanders as:  Gen. Mohamed Tatouh, Deputy chief of Syrian political intelligence, and Gen. Mohamed Kodissia, deputy chief of the “Palestinian” Intelligence agency (a misnomer: it has nothing to do with Palestinians).

The murdered general, Ali Khallouf, was ambushed by rebels in Aleppo.

Maj. Gen. Adnan Nawras Salou, a Sunnite, who headed the chemical warfare authority until 2008, will no doubt have important intelligence to offer the West about the Assad regime’s current activities and plans for his WMD.

debkafile points to three singular features of the latest wave of defections:

1.  They all managed to spirit their families out of Syria well before they absconded themselves, an operation that must have required weeks of careful and secret preparation. The failure of Assad’s many-tentacled, clandestine agencies to discover what was up and foil the walkouts, attests to serious lapses in their notorious efficiency.

2.  All the defectors served in Damascus at the regime’s nerve center for suppressing the revolt.

3.  They all made tracks for Beirut before making their way to Turkey. Neverthetheless, the extensive spy networks run by Iran and Hizballah in the Lebanese capital failed to pick up on the city’s use as a way station for Syrian defectors in flight to Turkey.

4.  Despite their active roles in crushing the civil uprising in Syria, those generals clearly hoped to escape the consequences of their actions and becoming liable for prosecution.  The Red Cross Committee in Geneva, the first international organization to call the violence in Syria a full-blown civil war, made it clear Sunday, July 15, that international humanitarian law applied henceforth throughout the country and provided a basis for war crimes prosecution, especially if civilians were attacked.

Assad to Kremlin: I can finish the revolt in two months, replaces army chiefs

In a phone call to the Kremlin Sunday, July 1, Syrian President Bashar Assad said he needed just two months to finish off the revolt against his regime. “My new military tactics are working,” he said in a secret video-conference with Russian intelligence and foreign ministry officials who shape Moscow’s policy on Syria.

Reporting this exclusively, debkafile’s intelligence sources also register the fleeting life span of the new plan for ending the Syrian war which UN envoy Kofi Annan announced had been agreed at a multinational Action Group meeting in Geneva on Saturday, June 30. Within 24 hours, the principle of a national unity transitional government based on “mutual consent” was rejected by the regime and the Turkish-based opposition leaders alike, as the violence went into another month.

On the first day of July, 91 people were reported killed in the escalating Syrian violence after a record 4,000 in June.

The new military tactics to which Assad referred are disclosed here:

1. The sweeping removal of most of the veteran Syrian army commanders who led the 16-month bloody assault on regime opponents and rebels. They were sent home with full pay to make way for a new set of younger commanders, most of them drawn from the brutal Alawite Shabiha militia, which is the ruling family’s primary arm against its enemies.

The regular commanders had shown signs of fatigue and doubts about their ability to win Assad’s war. Their will to fight on was being badly sapped by the mounting numbers officers and men going over to the opposition camp in June.

One of the tasks set the new commanders is to stem the rate of defections.

To keep the veteran commanders from joining the renegades and reduce their susceptibility to hostile penetration, the officers were not sacked but retired on full pension plus all the perks of office, including official cars.

2. But a higher, unthinkable level of violence is the key to Assad’s “new tactics.” He has armed the new military chiefs with extra fire power - additional tank and artillery units, air force bombers and attack helicopters - for smashing pockets of resistance and unlimited permission to use it. Already the level of live fire used against the rebels has risen to an even more unthinkable level which explains the sharp escalation of deaths to an average of 120 per day.

On the Syrian-Turkish border, tensions continue to mount. Monday morning, Turkey was still pumping large-scale strength including tanks, antiaircraft and antitank guns, artillery, surface missiles and combat helicopters to the border region.

Saturday, half a dozen Turkish jets were scrambled to meet Syria helicopters approaching their common border.

In Tehran, Brig. Gen. Amir-Ali Hajizadeh, commander of Iran’s IRGC Aerospace Division, warned Ankara that if its troops ventured onto Syrian soil, their bases of departure would be destroyed. The threat was made during Hajizadeh’s announcement of a three-day missile exercise starting Monday in response to the European oil embargo. He reported that long-, medium- and short-range missiles would target “simulations of foreign bases in the northern Semnan Desert,” without mentioning any specific nation except Turkey.

Obama rebuffs Erdogan’s appeal to lead Turkey in Syria attack

Another urgent bid for the US to lead an allied offensive against Syria’s ruling regime fell on deaf ears in Washington. It came Tuesday, June 26, from Turkish Prime Minister Tayyip Erdogan, who is spoiling for action after a Syrian anti-air ambush downed a Turkish reconnaissance jet flying over Latakia last Friday.

In several phone calls to President Barack Obama, Erdogan argued forcefully that the incident provided the perfect opening for a Western-Muslim-Arab offensive, according to debkafile’s military and intelligence sources. This offensive, said the Turkish leader, could drive into Syria, create no-fly zones, attack regime and military targets and establish safe zones for rebels and refugees. The Turkish army, air force and navy stood ready for immediate action, he said, but the US must take the military lead in this operation – and not just “from behind,” as in Libya.

Obama replied the time had not yet come for direct US military intervention in Syria, and covert operations by American, British, Turkish and French special operations forces should continue inside the country.

Erdogan maintained that covert tactics would neither stop the bloody violence in Syria nor upend the Assad regime. Only the open exercise of American military might and logistic and military capabilities could work and without it Turkey was constrained from going forward on its own.

That disagreement was behind the mixed signals coming from Ankara over the Syrian shoot-down of the Turkish military plane – insistence on punishing Damascus, on the one hand, and statements that Turkey does not seek war, on the other.

Tuesday, the prime minister stated to parliament: “After this attack, we have entered a new stage,” he said. “The rules of engagement of the Turkish Armed Forces have changed. Any risk posed by Syria on the Turkish border, any military element that could post a threat, will be considered a threat and treated as a military target.”

Erdogan’s statement was couched in the future tense, meaning Syria was off the hook this time.

However, in the interests of muscle-flexing, Turkey’s media reported Wednesday that its military had moved forces including tanks up to the Syria border and placed them on “red alert” with license "to shoot to kill.”

This train of events shows Prime Minister Erdogan, notwithstanding his close friendship with the US president, is in the same bind on Syria as Israeli Prime Minister Binyamin Netanyahu is on Iran.

Ankara is more than ready to hit back at Syria, just as Jerusalem has been standing prepared for military action against Iran’s nuclear program. But both are held back by President Obama. He hopes that by keeping Iran’s key ally Bashar Assad untouched and diplomacy rolling, an accommodation with Tehran on the nuclear issue is attainable.

This has left Erdogan falling back on the stratagem Netanyahu employs with regard to Iran and HIzballah: tough rhetoric accompanied by inaction.

This did not stop Syrian President Bashar Assad from declaring to parliament Tuesday, when he introduced a new cabinet headed by Riyad Hijab: “We are in a state of real war in every respect of the word and when we’re in a state of war, all of our politics must be concentrated on winning this war.”

As he spoke, British special forces (whose presence in Syria was exclusively revealed by debkafile Monday) carried out two tasks: They helped rebel groups, including the Free Syrian Army, extend their control of territory in the Idlib province on the northern Syrian border with Turkey and Lebanon, and gave them badly-needed hi-tech communications equipment.

They also made it possible for the first Syrian opposition leader, Burham Ghalioun of the Syrian National Council, to set foot in Syria. Under their heavy guard, Ghailioun toured rebel-controlled local villages in Idlib for a few hours before crossing back into Lebanon. Assad’s heavies watched helplessly.

Our military sources note the resemblance of this method of operation to the tactic employed by British special forces in Libya in early 2011, when they set up shop at the rebel center of Benghazi and from there, organized resistance to the Qaddafi regime.
